No financial crisis, says finance minister Mein

ITANAGAR, Mar 31: With finance ministry coming under fire over decision to temporarily suspend all government transaction till 5th of April, today minister planning, finance and PWD Chowna Mein in an emailed statement clarified that the decision was taken to check and avoid last moment rush of drawl to ensure financial discipline. He also informed that decision can be revoked anytime.

The validity of the cheques issued by all Works and Forest departments has been extended till the 30th of April 2013 instead of 31st March 2013 to facilitate payments to the Contractors even in the month of April 2013. Usual transactions in the Govt. treasuries are continuing, the statement of minister read.

“The Govt. has given concurrence to all the developmental schemes under different sectors for the current financial year. The Govt. is also committed to implement and execute all the innovative schemes and programmes as announced during the 2013-14 budget session to fulfil the aspiration of the people. The present Govt. has also implemented the schemes and programmes announced in the 2012-13 budgets in letter and spirit. Moreover, for the first time the present Govt. has earmarked funds against each scheme for the next fiscal unlike in the past,” stated Chowna Mein.

Reacting to the report of poor financial condition, he clarified that the financial position of the State is stable and therefore there is no cause for any panic or alarm as is evident by the fact that all usual Govt. transaction such as Salaries, Pensions, etc. are continuing. There is no iota of truth in certain reports that the Govt. is running into over draft, the minister added.

He also added that such measures taken by the Govt. are not a new thing and in the past there have been instances of taking such regulatory measures.

Law and order worsening in Capital Complex !

Snatched vehicle, service rifle of CRPF jawan recovered

ITANAGAR, Mar 31: One of the culprits allegedly involved in the physical assault on two Govt employees has been arrested by Itanagar police. The Chevrolet vehicle (No AR- 01E-4359) and the service rifle of a CRPF personnel deployed at Banderdewa check gate, which were snatched by the miscreants, were also recovered. While the vehicle was recovered from Doimukh, the Rifle was recovered from the Railway Bridge point near Tigdo village, informed Confederation of Service Association of Arunachal Pradesh (CoSAAP) in a release.

A group of criminals attacked Likha Talo, a surveyor in UD Department and Licha Tath, a Lab Technician in Rajiv Gandhi Polytechnic College and mercilessly beaten up them without any reason on March 28 at around 9 pm. The criminals had also snatched away the vehicle of Licha Tath and cell phone and money purse of Likha Talo containing ATM and Pan Cards, driving license and few cash amount, the release said.

On being informed of the incident, Itanagar Police alerted various check gate points around Capital Complex immediately and subsequently, security personnel manning Banderdewa check gate intercepted those gondas. But interestingly, the criminals managed to flee snatching the service rifle of the CRPF personnel, who tried to stop them. But sensing their arrest in Assam by Assam Police, the criminals left for Doimukh with the looted vehicle, rifle and other booty.

In the meantime, Itanagar Police team led by Sl CA Namchoom and another team led by CoSAAP President NL Togu had intercepted the criminals at Doimukh and recovered the stolen vehicle from Doimukh Market at around 2 am on March 29. Togu's ‘chase and search group’ has also apprehended one of the alleged criminals Bamang Tahang and handed him over to Itanagar Police Station on March 29, the CoSAAP release claimed. In the same morning, the Togu led group had recovered the Rifle from the Railway Bridge point near Tigdo village.

Meanwhile, CoSAAP strongly condemned the cowardly act of the criminals and urged the administration to arrest all involved in the crime and punish them as per law. It also urged the authority not to entertain any bail plea by those criminals.

CoSAAP General Secretary Pate Marik lauded the prompt action taken by the team members, including Giogi Tamang, Likha Tado, Tabia Appa, Toko Lento, Toko Vijay, Toko Obi, Toko Shama, Toko Apa, N L Togu (President, CoSAAP), C A Namchoom (Sl,ltanagar), Toko Sanjay, Toko Teni, Toko Soni, Bora Robin and Gem Tada in arresting the culprit and recovery of vehicle and the rifle of the CRPF personnel.

Meanwhile, All Arunachal Pradesh Students’ Union (AAPSU) condemned the physical attacked on two persons near Buddhist temple of Itanagar. Both the victims have admitted in hospital with serious injury, AAPSU said.

Expressing concern over the growing law and order problem in the capital city, the AAPSU said lack of proper security and regular patrolling in the different parts of city lead to anti-social elements to commit the crime very easily. Highlighting the incident, AAPSU informed that on 28th March five habitual criminals attacked two innocent people when both were walking near Buddhist temple of Itanagar. After attacking the duo with lethal weapons the criminals took the car of victims and tried to escape from the capital city. Quoting the police sources, AAPSU informed that out of five criminals, four were identified as Bamang Tahang, Bamang Bharat, Bake Kapo, Rato Doye and name of remaining one is yet to be ascertained. Two of them have been arrested by the police, AAPSU claimed.

While condemning the incident, AAPSU demanded district administration to book the remaining culprits and give them appropriate punishment, so that such crime does not repeat in the future.

AAPSU also appealed the Govt to provide basic facilities to the police station, deploy sufficient police personnel in the city to maintain law and order problem.

Taking serious note on the reported physical attack on Likha Talo and Licha Tath, both from Talo village, Yachuli circle, in the Gompa premises on March 28 last, All Yachuli Sutdents Union (AYSU), while condemning the incident, demanded the capital administration to immediately arrest all the culprits involved in the attack.

Rajiv Gandhi Govt. Polytechnic Employees’ Welfare Association (RGGPEWA) also strongly condemned the brutal attack on Licha Tath, an employee of the Polytechnic, and Likha Talo by a group of miscreants without any provocation. Such acts are not acceptable and condemnable by any means, it only shows the uncivilized nature still prevails in our society, the Association said and appealed to the authority to punish the culprits.

The Likha Welfare Society also strongly condemned the heinous crime committed by the miscreants and appealed the law enforcing authority to immediately arrest the rest of the culprits within a week time and give them exemplary punishment. The arrested person should not be granted bail, it added.

While demanding replacement of present parliamentary secretary for Home Gadam Ette, the Society also requested the DGP to strengthen the security to curb the prevailing lawlessness in the capital complex.

The Society further said that Gompa authority should put some restriction during evening time in order to evade such kind of recurrent heinous incident. It appealed to the civil society to join the peaceful procession in protest against the prevailing lawlessness in the capital Complex from Hotel Arun Subansiri to Itanagar Police Station on April 1 morning.

NE to get ICAR’s KIRAN soon

BASAR (Arunachal), Mar 31: The farming community in North East will soon reap the benefit from an innovative central scheme launched especially for the region by the Indian Council of Agricultural Research (ICAR).

With the nomenclature of KIRAN (Knowledge Innovative and Repository of Agriculture in North East), the scheme launched during 2011 was aimed at providing information and knowledge to the progressive farmers on location specific crops, technology know-how and weather forecasts.

“Through this scheme, the council will provide implements support and other logistics to the farmers to go for cultivation of crops suitable to their respective state’s agro-climatic condition and soil type,” ICAR Director General (DG) Dr S Ayyappan told PTI in the sideline of his maiden visit to ICAR complex here today.

Stating that the Council would give more focus to develop the horticulture sector of the region, Ayyappan said that ICAR had given special attention to the region by earmarking ten per cent of its total fund for the NE states keeping in view its strategic locations and topography.

“Our main focus will be in strengthening the farm mechanization and providing food security to the people of the region besides initiating efforts to minimize post harvest losses,” he said with conviction and added that more stress would be given to pig, yak and mithun farming.

Stating that Arunachal Pradesh has large potentials in horticulture, the DG advocated for cultivation of mandarin oranges which, he said, would provide a suitable return to the farmers.

“The vision of the Centre is to bring a ‘Green Revolution’ in the North East states and ICAR is putting all its efforts in this direction,” he said and stressed on the need to go for integrated farming in view of the geographical condition of the region.

While suggesting for venturing into seed production, the DG assured to initiate steps in creating seed banks in several villages of Arunachal Pradesh stating that the Council would provide the necessary seeds for cultivation and would go for buy-back policy.

“If the state government agrees we can prepare a blue print for seed production in the state with necessary market linkages,” he added.

To a query he disclosed that National Initiative on Climate Resilient Agriculture (NICRA), a central flagship programme launched in 100 locations of the country, could be expanded to Arunachal Pradesh to support the farmers in water harvesting, protected farming, and integrated farming projects besides providing farm implements.

“During the 12th Plan we are contemplating to launch ARYA (Attracting and Retaining Youths in Agriculture) in North East and will open a pig Centre in Arunachal,” he added. PTI

Design awareness camp on cane, bamboo held

SAGALEE, Mar 31: The Guwahati based Integrated Rural Artisans Development Organisation (IRADO) in collaboration with the National Institute of Desighn (NID), Hyderabad organized a one day Desighn Awareness Seminar on Cane and Bamboo for cluster of artisans here at community hall on Saturday. The programme was sponsored by the Ministry of MSME, Government of India.

While attending the programme as chief guest, State Forest Research Institute (SFRI) scientist RK Taj exhorted the artisans to not to limit their traditional products to local markets but make their products according to global demand.

“You should improve your design while making products so that it can compete in the international market”, he said.

Seeing the prospects of forest resources in the area, he asked them to make good use of the resource in order to boost more economy.

Further, Taj asked them to channelize their products in various national and international markets with the help of the NID and IRADO.

Designer and coordinator of NID Guwahati, Sheikh Moidun Nilofer advised the participants to make innovative designing of their product so that it can give benefit to both rural and urban dwellers.

PPA blames Govt on law and order

ITANAGAR, Mar 31: While condemning the attempt on life of Executive Engineer at Ziro by some miscreants, the People’s Party of Arunachal (PPA) said that such kind of unworthy incidents are direct product of the “misrule of the Congress and mismanagement of the State’s finance by the concerned minister.

“The wrong policies and financial mismanagement are the roots of all unlawful activities in the state. The government has failed to control the rapid growth of unemployment in the State. If there would have been proper planning and management there would have no such unlawful activities and insurgencies in the State. Officers at executing level have been targeted by some groups for fault of the government,” the PPA general secretary Ashan Riddi said in a release.

Many a time the State Chief Minister has given statements before media as well as in floor of Assembly that the law and order situation in the State has been improved. However, the recent incident has exposed this myth, the PPA said.

“The reality is that people are desperate and feeling of alienated from the so-called development and progress under ‘People First’ government,” the release alleged. “Although many months have been passed, the government is completely clueless about the person(s) who attacked on journalist Tongam Rina. Announcement of cash rewards for giving clue on attackers seems to be eyewash to the public and Media. It seems that the Government is not interested in protecting media persons for they are trying to expose out their misdeeds of the Government,” Riddi said.

The PPA reiterates that the Finance Minister being a senior and responsible citizen should own full responsible and step down honorably. The party also appeals to citizen of the State to abide by the rules of laws and not to take laws at their own hand.

Attempted murder of EE : Alleged accused arrested

ITANAGAR, Mar 31: The accused in attempted murder of the Executive Engineer, PWD Tali Division, camp office Ziro has been arrested by Ziro Police today.

The accused Kogam Bagang was apprehended by a team of police led by Inspector Tab Techi, OC PS Ziro within 24 hours of lodging the FIR by Tali PWD Division and registering a case against him, informed Superintendent of Police PN Khirmey in a release.

The accused had reportedly started quarreling with the Executive Engineer Nich Tader regarding his pending bills. During the quarreling the accused suddenly took out a petrol bottle from his bag and sprinkled it to the Executive Engineer and tried to light him up with fire. But fortunately, he was saved by some persons sitting in the office chamber, the SP said in the release.

A case has been registered U/S 448/353/307 IPC against the accused at Ziro Police.

Condemnations pour in

ITANAGAR, Mar 31: The CoSAAP condemned in strongest term the attempt on life of Nich Tader, EE PWD Tali Division at Ziro yesterday. The heinous crime deserves condemnation from ill quarters and culprits should be given capital punishment.

All Nyishi Students’ Union has vehemently condemned the attack on Nich Tader, Executive Engineer PWD, Tali Division by group of people at Ziro office camp. ANSU termed the incident as barbaric, uncivilised and unfortunate. Union demanded law enforcing authority to punish the culprits as per law.

Taking serious note on the life attempt on Er Nich Tader, the members of Neelam Area Intellectual Forum ( NAIF ) vehemently condemned the incident and strongly demanded the local administration for immediate arrest of all the people involved in the attack and award them exemplary punishment as per law of land. Pointing out the recent criminal incidents in the district, the Forum also doubted the capabilities of the district administration and law enforcing authorities to tackle law and order.

Expressing shock over the incident, Neelam Welfare Society said the horrendous and pre-plan attempt on the life of EE Tader is unthinkable for any civilized people and deserves condemnation from all. The Society condemns such an act with the strongest term and urges upon administration to book the people involve and give exemplary punishment.

While condemning the ‘barbaric and cowardice act’ of some miscreants who tried to burn alive Executive Engineer PWD Tali division Nich Tader at his camp office at Ziro, Arunachal Pradesh Tribal Junior Engineers Services Association (APTJESA) today said that this incident has exposed the worse and deteriorating law and order situation in Arunachal. “It is not just an attack on an individual rather it is an attack on the engineering fraternity as a whole,” the Association said.

Arunachal Law Students Union (ALSU), All Tali Area Students’ Union (ATASU) and All Yachuli Students Union also strongly condemned the attempt on life of Executive Engineer PWD Tali division at Ziro. The Unions appealed to the state Govt to provide security to the engineers of the state and give exemplary punishment to the culprits involved in the incident.

All Tali Pipsorang Youth Development Pressure Group (ATPSYDPC) and Ziro-II Anticorruption Youth Forum (ZAYF) also urged the local administration and police department to arrest the accused involved in this barbaric incident to give justice to engineers who are working for the socio-economic development of the said area and the state as a whole.

Marathi version of Singh’s autobiography released

ITANAGAR, Mar 31: Chief Minister Nabam Tuki released the Marathi version of General J J Singh’s autobiography, ‘Majhe Sainik Majha Lada’ at Raj Bhawan here today. On this occasion, the English version of the book was also released.

Speaking on the occasion, the Governor General JJ Singh said that the writing of the book was his passion. He said that he got the motivation to write in Arunachal Pradesh, which provided him the suitable environment. He disclosed that the book is a simple story of a soldier’s life but with lots of experiences which he would like to share with all. It has messages for a soldier to general and also for political leadership.

Recalling contributions of his wife Anupama Singh, the Governor said that State First lady played a vital role in his life.

While releasing the book, Chief Minister Tuki said that Arunachal Pradesh has been fortunate to have one of the most dynamic Governors in the country. The State Government and the people of the state will always cherish contributions of General Singh in the evolution of the State to the present form in his personal as well as official capacities. The Chief Minister pointed out that by their sheer commitment to the speedy socio-economic development of the State, the Governor and First Lady Anupama have endeared themselves to the Arunachalees.

Secretary to Governor Ankur Garg and Veena Gill, sister of General JJ Singh read some extracts of the book, while Ashwani Latkar and SR Dongre read out extracts from the Marathi version.

The Chief Minister and publisher of the Marathi version of the autobiography Ulhas Latkar were felicitated on the occasion.

Published by Ameya publishers India ltd, the autobiography has been translated in Marathi by Vijaya Deo.

The book was released in London on 25th June 2012, in New York on 14th November 2012 and at Singapore on 23rd March 2013.

Adi-Mishing cultural exchange meet

RUKSIN, Mar 31: Preparations are afoot to hold the first ever ‘Adi-Mishng Cultural Exchange Meet’ at Jonai town in Assam, half a km from Ruksin gate.

The president of Adi-Mishing Le:mo Kebang (celebration committee) Raju Medok informed that preparation is almost complete to conduct the two-day programme, which is scheduled to be held on April 4 and 5 next.

Exchange of traditional culture between Adi and Mishing communities will be the special highlight of the inaugural day programme while the concluding pogramme will start with tree plantation followed by an Open Session, where eminent speakers will take part in a threadbare discussion on various aspects of Adi and Mishing tribes with special reference to their origin and genetic evolution.

Delegates from various organizations of both the communities are expected take part in discussion.

The Vice Chancellor of Rajiv Gandhi University, Arunachal, Prof Tamo Mibang, retired IAS of Pasighat Oshong Ering, Adi Bane Kebang (ABK) president Kangir Jamoh, retired Arunachal DC Suchen Pao and representatives of Adi Students Union, Adi Agom Kebang besides leaders of various Mishing organizations such as Takam Mising Porin Kebang, Mising Agom Kebang, Mising Dirbi Kebang and several other dignitaries are reportedly consented to attend the two-day cultural exchange meet.

The feelings of brotherhood between Adi and Mishings was renewed during early February this year as the functionaries of prominent Adi organizations of Arunachal and Mishing of Assam assembled in a coordination meeting at Pasighat.

The executives of ABK and AdiSU subsequently sat in a meeting with the various Mishing organizations of Assam at Jonai and exchanged their feeling to foster unity and integrity between the two communities. The community leaders, taking their genealogical similarities in terms of language and culture into account, agreed to hold the ‘Adi-Mishing meet' in order to elevate their socio-economic, cultural and political existence.

According to ABK functionaries, the Assam-Arunachal boundary is political demarcation and it cannot separate the genetic relation between Adi and Mishings. They feel necessity to maintain unity and integrity for a better coexistence for their future survival.

It is worth mentioning that the ABK has renewed the movement with Arunachal government with demand to grant Scheduled Tribe status to the Mishing people living in the state.

ICAR Chief inaugurates CHF auditorium

PASIGHAT, Mar 31: The newly constructed ultra modern auditorium of College of Horticulture and Forestry (CHF) Pasighat was inaugurated by Dr. S Ayyappan, Secretary, Department of Agricultural Research & Education and Director General, ICAR during his maiden visit to the state yesterday.

Addressing the gathering, Dr. Ayyappan said though India is self sufficient in food with the country producing 250 million MT food at present it needs to work more for achieving nutritional and job security for millions population. In this context, horticulture sector has a great promise with India producing 245 million MT of fruits and vegetable securing second position in the world. He expressed that since population is increasing and land and other natural resources are sinking day by day the country has to make more investment in agricultural research and education.

On Friday, soon after his arrival Dr. Ayyappan along with a team of high level dignitaries interacted with the college students and faculty members and held separate consultative meetings to take stock of progress and the problems being faced by them.

The ICAR Chief accompanied by Vice-Chancellor of CAU, Dr. SN Puri, CHF Dean AK Pandey and faculties and experts visited demonstration firm, research plots, nurseries, production units as well as laboratories of the college and expressed his happiness over the developments. Ayyappan along with East Siang Deputy Commissioner RK Mishra participated in plantation inside the college campus and spared a while to visit the proposed Agriculture College site at GTC.

Earlier, DC Mishra in his deliberation said it was historic moment not only for Pasighat but for entire Northeastern part of India. Ayyappan’s visit would definitely be blessed the Arunachalees, making the state wealthy in agriculture and horticulture fields, Mishra added. He assured to extend all possible helps from district administration in days to come for betterment of the students in particular and the institution as a whole.

Dr. Puri, Vice-Chancellor of CAU expressed the view that CAU being the first Central Agricultural University of country has natured human resource very efficiently of all the 7 constituent colleges in the hill states of this region. Dr. Puri said on the region’s climatic condition and topography is highly suitable for cultivation of a wide array of horticultural crops. He said that despite of good genetic wealth and a suitable climatic condition, the productivity of agricultural crop is very low as we do not have well trained human resources. College of Horticulture and Forestry can play a vital role to train human resource to address the various problems of region.

Sensitization workshop of nodal teachers on WIFS held

PASIGHAT, Mar 31: A sensitization workshop on WIFS (weekly iron and folic acid supplementation) program under NRHM for nodal teachers was organized by East Siang District Health Society at General Hospital here yesterday.

More than 50 teachers from Ramle-Banggo, Mebo, Pangin and Ruksin actively participated in the workshop. However, the teachers of Pangin-Boleng area missed the opportunity due to torrential rain and disruption of road communication.

State nodal officer Dr. B Padung stressed on the vital role of the teachers in introducing WIFS in the district. He said children are the future guardian of the nation and therefore we must take all possible efforts to make them healthy and disease-free at their growing stage. He presented a brief report on importance and implementation of WIFS of the state.

Dr. Padung informed WIFS doze is necessary once in a week preferably on every Monday while de-worming tablets should be given twice in a year to the students.

Dr. Kabang Lego, JDHS (T&R) Pasighat also spoke on the occasion and advised the participants to take maximum benefits out of the workshop and implement the programme rightly. He appreciated DMO Dr. M Perme, Dr. Dilip Dutta (SMO) and Ipi Doke, Dist Program Manager for organizing the workshop.

Delay in highway construction causes concern

PASIGHAT, Mar 31: Inordinate delay in development of Pasighat-Pangin highway is causing a great deal of dissatisfaction among the people of three Siang districts.

The functionaries of Adi Students Union (AdiSU) is taking up the issue with the chief Engineer of Highway, but their demand is being unheard by the authority.

The AdiSU severely criticized the alleged inaction of Hyderabad based SRK company for delaying construction of Pasighat-Pangin highway. The company, which is entrusted to construct the portion of the highway is reportedly sharing work with TK enterprise of Arunachal.

The union further alleged that the chief engineer is always found out of station, showing utter negligence over time-bound completion of the road.

The project was scheduled to be completed in January last, but the construction agency has failed even to complete 10 percent of earth cutting work. Moreover, the highway authority has not yet called NIT for second phase work even after the duration for first phase works was over.

Easter celebrated at St. Joseph’s Cathedral Itanagar

ITANAGAR, Mar 31: “Easter is the most important feast of Christianity’, said Rt. Rev. Dr. John Thomas Bishop of Itanagar while attending the Easter Celebrations at St. Joseph’s Cathedral Itanagar, Nyokum Lapang today.

While explaining about the Easter Candle, he said that it represented the Risen Jesus. The markings in Geek letters represented alpha and omega which means A to Z. Jesus is everything for a Christian. Christians are called to lead an exemplary life like a candle loving, caring and forgiving one another with a true nature of Jesus Christ.

Addressing more than 500 faithful gathered around him in celebrating Easter at one of the oldest church in Arunachal, he said that if Jesus did not rise from dead, Easter would not be celebrated till today. After 50 days of Jesus’ burial, his Apostles openly started telling the world about his resurrection. Simon Peter testified to the Israelites saying that ‘he had seen Jesus. Beyond that he ate and drank with him after he rose again from the dead’. If at all what the apostles said were false, the people should have found his remains, or they could have proved them wrong by unearthing his dead body from the grave.

In fact, those who killed Jesus wanted to prevent his name from further spreading. So they started killing his apostles with the power of the law and authority, forbidding and banning all proclamations and worships of Jesus Christ. One of the most prominent authorised persecutors was by the name Seoul. He was a Roman Citizen, highly qualified and appointed under the Emperor’s seal to hunt out followers of Jesus and to annihilate them from the face of the earth. He killed them mercilessly by means of crucifixion, beheading, boiling, etc. But one day he suddenly changed his ideology totally and started following Jesus and even died for him.

More the killing was carried out, more people joined Christianity. What was there that made them even bolder against persecutions, unless they were mad. The real celebrations are the spiritual aspects of a Christian life which is manifested through the Risen Jesus. CHF organizes training on high value Horti crops

PASIGHAT, Mar 31: The College of Horticulture and Forestry (CHF), Central Agricultural University, Pasighat conducted a two days training on production strategies for high value horticultural crops during March 29-30 last, which was participated by 50 officers of state functionaries and progressive farmers.

The training programme focused on organic horticulture, zero tillage horticulture and protected cultivation of high value vegetable crops (flowers, chilli, tomato, capsicum, coloured capsicum, bottle guard, peas), off-season cultivation, marketing strategies, successful case studies of agricultural based business, organic certification, packaging, post harvest processing, micro-irrigation etc.

North eastern hill states with its diverse agro-ecological conditions provide conducive environment for growing large variety of fruits, vegetables, flowers, medicinal & aromatic plants, plantation crops, spices, mushrooms, ornamental plants etc. and has the highest potentiality for socio-economic development. Crops like chilli, brinjal, tomato, bhindi, pea, cabbage, cauliflower, cucumber, snake gourd, bitter gourd, ash gourd etc. are commonly grown vegetables, while in some area people are cultivating some high value vegetables like – capsicum, red cabbage, brocolli, gherkin. The NER states also having congenial conditions for growing of tropical to temperate fruits.

Society appeals for inclusion of Mechukha Sub-Division

ITANAGAR, Mar 31: Claiming that ‘Mechukha Sub-Division’ was allegedly not included in the ‘Panchayat Segement Bifurcation’ process of state during the recently held cabinet meeting, All Mechukha Sub-Division Adi (BRB) Welfare Society, today expressed its strong resentment over the matter and appealed the state govt for re-consideration.

Stating that cabinet’s decision to exclude Mechukha sub-division from the Panchayat segment bifurcation process of state will deprive the local people of the area, however, the proposal for new ZPM, ASM and GPM was already submitted to the govt through District Panchayat Officer, Aalo October last year by the people of area.

Blaming the local MLA of area for his alleged negligence on his part to take up such an important matter, the Society stated that it was because of his negligence and carelessness for which the people of area are being deprived. It questioned the MLA that where he was and what kind of initiatives he had taken for the interest of the area when the bifurcation process was on. Being one of the most backward and strategic parts of state in particular and country in general from International boundary’s point of view, the area requires more awareness on grassroots democracy, it asserted.

Further, the Society condemned the local MLA for his alleged negligence and sheer carelessness for which the people of the area are being deprived of Panchayat Segment Bifurcation and called upon the govt to re-consider its decision and include Mechukha/Tato and Monigong/Pidi CD block in the ‘Panchayat Segment Bifurcation’ process of state for greater interest of people of area.

Ambulance flagged off at Yembung PHC

KEBANG, Mar 31: The head gaon burah (HGB) of Kebang Village Talo Dupak flagged off an ambulance donated by Union Minister of State for Minority Affairs Ninong Ering at Yembung Primary Health Centre (PHC) on March 25 last.

The ambulance was announced by Ering during the valedictory function of the Poju Mimak Centenary Celebration on December 10, 2011 from his MPLAD Fund.

While appreciating the union minister, HGB Dupak asked the medical staff to use the ambulance judiciously for the poor and needy patients.

He also appealed the state government to provide sufficient funds for fuel and maintenance of the vehicle if required in future.

While thanking the public leaders and members of the Poju Mimak Centenary Celebration Committee for showing solidarity in the need of hour for the cause of the PHC, health assistant Matpi Tabing informed that around seven villages of Kebang Circle will get benefits from the said vehicle.

ITANAGAR, Mar 31: A day-long Scout and Guides programme was organized by Bharat Scout and Guides, Papum Pare district at State Headquarter BSG, Naharlagun on March 30.

Addressing the participants in the pgoramme, Papum Pare Deputy Commissioner cum BSG District Council president Pige Ligu highlighted the origin of Scouting. The Education Commissioner cum vice president of state Council BSG C B Kumar also emphasized to expand Scout and Guide movement and NCC activities in order to inculcate a sense of discipline, punctuality besides better academic performance among the students of the state.

B P Gupta SOC (Scout) and Dr C B P Singh, DTO, Papum Pare presented brief report and vote of thanks respectively. Earlier, DDSE cum Papum Pare district Chief Commissioner delivered his welcome address. The programme includes Community Song and first-aid demonstration among other activities. Mopin celebrations begin at Aalo

ITANAGAR, Mar 31: The Cultural Competition of Central Mopin Celebration of Aalo began today at Gumin Kine which was inaugurated by Marnya Ete, Deputy Commissioner West Siang District. Also present on the occasion was Koj Rinya DFO Aalo.

While addressing the audience and participants, DC Ete emphasized on the need to maintain the age old traditions of tribal culture by true heart and appeals the people to promote beauty of culture with unity in diversity. He also asked the young generation to maintain discipline and not to divert their mind from studies by merrymaking. It is important to carry the culture and traditions along with school education, he said. The DC also released a Galo audio album “Lisik Pium” produced by engineer Kirba Sora featuring Gemo Diyum and his younger brother Geba Diyum as Singers.

In his Key note address, the general secretary of CMCC Aalo 2013, Jumjo Ete paid homage to the Mopin pioneers and urged all the people not to mix the Mopin culture with social taboos of bygone days.

FLCC camp organized at Tezu

ITANAGAR, Mar 31: With an objective to promote financial literacy, awareness of banking services, financial planning and credit counselling for unreached rural section of the society, Tezu Branch of APEX Bank organized Financial Literacy and Credit Counselling (FLCC) camp at Mekailiang and Telluliang villages under Tezu circle on 30th and 31st March.

The FLCC camp supported by NABARD was organized in association with a local based organization, Amik Matai Society; working in the field of rural development. Nearly 60 participants comprising marginal farmer, artisans, women SHG members and unemployed tribal youth from both Telluliang and Mekailiang villages benefited from the FLCC camp. The Branch Manager of APEX Bank P.Bhattacharjee, dwelt in length about the importance of financial services in improving the standard of their living and where and how the services can be availed, i.e. to basically create a need and synergize the demand thus created with the supply of financial services by the formal institutions like APEX Bank. He also explained in detail about the various schemes implemented by the APEX Bank such as Deposit Schemes, Loan Schemes which include KCC, Micro finance through SHGs and JLGs, Farm Mechanization, Agri-Allied activities, Transport operator’s scheme, Rural Housing & Godown and other services such as capacity building for micro-entrepreneurs. Resource Person, T.T. Hai, Horticulture Development Officer, created awareness by giving a detail presentation on the Horticulture and Plantation Schemes such as Technology Mission, Horticulture Mission in North East and Himalayan States (HMNE&HS) and role of APEX Bank in promoting in Horticulture amongst the rural sections for a sustainable livelihood. Secretary, Amik Matai Society, encouraged the participants to avail Schemes such as CM’s Agricultural Mechanization programme, Mukhya Mantri Paryatan Vikas Yojana, Rubber and Tea Plantation and undertake organic cultivation of large cardamom, oranges and vegetable as an alternative source of income with a motto of “development through credit”. APEX KCC Scheme was very much appreciated by the participants and they vowed to open savings account in the APEX Bank individually and by organizing themselves into SHGs and Farmers Club.

AACWA demands removal of FM

ITANAGAR, Mar 31: The All Arunachal Contractors Welfare Association demanded immediate removal of the finance minister Chowna Main from the council of ministry. The Association believes that “the finance minister has no moral right to continue in his office as he has failed to discharge his constitutional duty by ensuring financial stability in the state and be removed immediately by the Chief Minister for the sake of the state".

Regarding clarification issued by the Government recently on state's financial heath, the association is of the opinion that the Chief Secretary of the state is misleading the people by giving flimsy statement. "If there is no financial crisis then why should state Government direct banks and treasuries to stop all government transactions and payments of contractors,” it questioned.

"If there is no cause of worry", the association also demands immediate withdrawal of the government order and release the payment of the poor contractors “instead of allowing them to starve and die since the state is for the welfare of the people.”

While urging the Governor to invoke Article 360 of the Constitution in the state, the Association further demanded the state Govt to publish a white paper on the financial position of the state and removal of finance minister within a fortnight.

Youths need special care

Dear Editor,

Through your esteemed daily, I as an educated youth, I would like to request the Govt, of Arunachal Pradesh to kindly look into the problems of educated youth of the every section of our state. I would like to express my views regarding the ordeal which the youth of the state has been facing.

For instance, I am also an educated youth of our state waiting for opportunity to reach a certain destination since many years, but I have not got opportunity to reach my goal till now. So what I would like to urge the Govt, is to make adequate opportunity available for the educated youth of our state so that everyone could reach their goal. Kindly take my suggestion positively and put yourself in our place to feel the emotion of educated youth and understand the problems faced by youth. On 20th February famous singer Abijit said that Arunachal is a heaven while performing at I G Park Itanagar. Why he said so, I don’t know, his reason would be many, but according to my view, our state Arunachal may remain as heaven for long time if the educated youth is provided job opportunities otherwise the people of Arunachal may witness thousands of criminals coming out of state. I don’t say Govt, is doing nothing. They might be doing something for the state but they are not giving proper attention to every section of society.

Triumph of humanity

Dear Editor,

Through the column of your esteemed daily I would like to express my heartiest gratitude and indebtedness to all those people who stood by me and my family during the hour of crisis. I had undergone health problem recently which am battling till date. I am still recuperating but the situation is better now. When I look back, I realize that I owe this new phase of my life to so many people, most of whom I personally don't know. Cutting across all man-made barriers of religion, regionalism, casteism and most importantly communalism, all of them came together under one umbrella of humanity and wished for my well being and even contributed monetary help. Their prayers and good wishes had been really a source of guiding light, which helped me to garner my inner strength to fight on, no matter how grim and demoralizing the situation was.

Before this incident, I never thought that I will get such care and love from the people. I did not give anything or helped many of them. But the way, they extended their support and help at the juncture of my need is so fantastic and soothing that I and my family members will never forget it in our life time. I felt that God came to me through these persons. Their wishes and prayers helped me to come back to my normal life so quickly than what myself and my family members expected. Earlier I use to think that that people are selfish and are after materialistic pleasure. They do not have soft corners, compassion, and love towards their fellow human beings. I also believed that they do not have any time even to pray for the needy person in their vicinity. But, after recent experience, my views and believes has changed altogether. It also changed my belief that there would not be anybody except God when someone is in deep trouble. I found that my colleagues, family, friends, and community members stood by me all along. I wish and pray that all the needy people get such help and support that I got during the days of my need.

I also would like to thank Tapang Taloh,Hon'ble Minister, Pasang Dorjee Sona Hon'ble MLA, Kangir Jamoh President ABK , Advocate Bote Yuto, and Tajum Samchung, Secretary General ,(ALRBWS) Itanagar for immediately arranging the chopper to airlift me from Naharlagun to Guwahati, Your help has been invaluable to me and I don't know how I would have managed without your help and support. DC Mishra a people friendly officer

Dear Editor,

Through your esteemed daily, I would like to share my views and opinions about the present Deputy Commissioner of East Siang RK Mishra. DC Mishra is an ideal officer with an exceptional zeal to solve the real problem of commoners. In my personal experience of more than 20 years, I had never came across Deputy Commissioner like him who irrespective of officers or public, poor or rich and students or villagers meets everyone and hear their side of stories. People with good intention are always welcomed by him. Am not criticizing or undermining other officers, but the way DC Mishra is trying to redress the genuine problem of commoners here in East Siang is praiseworthy.

There are some officers under him who doesn't want DC to be people friendly. They try to create distance between citizen and DC as they don’t like the way he mingles easily with ordinary people and undermines the junior officer’s stands of keeping distance with commoners. But DC Mishra has broken all those barriers and came out to hear the people’s problem and every officers who thinks that DC Mishra is being overly people friendly, then let me tell them that, ‘a nation or a state will advance only if villagers are also heard and taken along in the progress of nation and the state, for maximum population of the nation live in villages’. Adding to this, I would also like to appreciate BRTF 1443 BCC, OC Pankaj Kumar who is also a very good and committed officer, giving a quality road to us. Lastly, I earnestly request the state government to keep officers like Mishra in the state and urge the government for his long stay in East Siang.

Dear Editor,

Through the column of your esteemed daily we would like to share few things regarding APPSCE exam. As the bonafide citizen of India, we would like to apprise to the Arunachal Pradesh State Civil Service Commission to fix the date of APCS prelim exam in such a way that every eligible student can attain the said exam. No one should be deprived of the opportunity as defined in the article 16 of the Indian Constitution .i.e. equality of opportunity in the matter of public employment which is a fundamental right under Right to Equality.

It is to be stated that in the month of May University exam is scheduled and the exam of Arunachal Law Academy is scheduled to be held in the month June. The bonafide student of Arunachal Law Academy in particular and the student community of Arunachal Pradesh in general appeal and request Arunachal Pradesh State Service Commission to keep in mind such situation while fixing the date of APCS prelim exam so that every eligible student can appear in the exam. For such act of commission, the humble students shall remain ever grateful.

Dear Editor,

It was shocking news to all of us that one Kogam Bagang with group of his accompanies had made an attempt on the life of Er. Nich Tader, EE (PWD), Tali Division. It is rare case and we had never witnessed such violent act against Govt. Officer in the past. The Sorang Welfare Society strongly condemns such act and asks everyone to refrain from such ugly act in the near future.

We would like to further clarify that Kogam Bagang is not inhabitant of Pipsorang Circle as published in sections of local dailies. He had already shifted his base to East-Kameng district. Moreover, there is no any criminal in Pipsorang Circle particularly in Sorang Clan. Our clan has glorious past record of being peace loving and a non-violence Society in Kurung-Kumey District.
